Mission

Benchmarking as an instrument, not a league table

IBI provides pension funds with systematic and practical insight into their implementation costs. We do so by benchmarking against comparable pension funds. This is the most straightforward way to place costs in context, taking account of the specific characteristics of the pension fund and its investment policy.

For IBI, benchmarking is not an end in itself and does not result in a league table. The aim is to give insight into differences and into the factors that explain those differences. Costs are therefore assessed in relation to, among other things, scale, complexity, membership characteristics, investment policy, risk, return and service level. The AFM likewise emphasises that implementation costs must be placed in perspective, so that league tables are avoided.

IBI helps to better understand implementation costs and returns by connecting benchmarking, knowledge and transparency.

Benchmarking serves several purposes: gaining a better understanding of existing processes and, where possible, strengthening the overall performance of the pension fund.

In its Recommendations on Implementation Costs, the Pensioenfederatie endorses the importance of comparability. These Recommendations set out how the figures to be reported must be calculated.

Communicating the choices that have been made, and how they are carried out, matters to the members of the pension fund. That is why IBI offers pension funds clear charts that make the strategy and performance transparent and understandable for everyone involved.

About IBI

Established at the request of the sector

IBI was founded in 2013 as an independent knowledge institute. Its primary purpose is to provide pension fund boards with information so that they can form a considered judgement on the level of their implementation costs, compared with their peer group and with the sector as a whole.

IBI was initiated by Eric Veldpaus and built on the wishes of the Dutch pension sector, as expressed at the time in the report ‘Kijken in de Spiegel’ (Looking in the Mirror, 21 May 2013) by the working group on the integrity of pension funds, chaired by Jean Frijns.

IBI is independent and works together with a number of parties and organisations on the continuous development of benchmarking. It is a specialised knowledge institute focused on transparent and comparable benchmarking of Dutch pension funds.

IBI is the Dutch benchmark for pension funds that seeks not only to show where a fund stands, but above all to explain why it stands there — in other words: are our costs appropriate given our policy choices?

About Eric Veldpaus

Founder and director

Eric Veldpaus RA (1963) is the founder and director of the independent Institutional Benchmarking Institute (IBI). Through IBI he focuses on benchmarking, implementation costs and cost transparency within the pension and asset management sector. At the request of pension funds, he developed the independent IBI Benchmarking together with Nyenrode Business University and six pension funds.

For a number of years he was involved in the Executive Pension Programme of Nyenrode Business University.

He has been involved in international assignments for various supervisory authorities in the field of cost transparency. He was a member of the (now discontinued) EIOPA expert group on costs and past performance. The Recommendations on Implementation Costs have since become the example for Europe and formed the basis for EIOPA's European guidelines. He was also a member of the International Transparency Task Force, an international network of professionals dedicated to increasing transparency on costs within the financial and pension sector.

His international experience with benchmarking also goes back to his time at ABP. On behalf of ABP he was a member of the Global Advisory Committee of CEM Benchmarking, the Canadian benchmarking institute in the field of cost efficiency management. This international advisory body brought together representatives of the largest pension funds worldwide. In this role he helped represent the Dutch pension fund landscape and contributed Dutch experience with costs, efficiency and benchmarking.

An important part of his expertise is the development of the sector-wide approach to implementation costs. As a member of the committee on reporting and implementation costs, he made a significant contribution — together with Anne Laning — to the first three editions of the Recommendations on Implementation Costs of the Dutch Pensioenfederatie.

Career

Before founding IBI, he worked for eleven years at the pension fund ABP, later APG, successively as manager Business Control and Business Strategist. As manager Business Control he was responsible for, among other things, the financial reporting of ABP Asset Management, including the annual accounts and reports to supervisory authorities.

In his role at APG Asset Management he was periodically involved in the financial reporting of the international offices. He visited and reported on the financial statements of the offices in the Netherlands, Hong Kong and New York.

He was also closely involved, in financial terms, in the separation of ABP and the formation of APG as an independent pension administration organisation. In that context he was involved in the financial structuring and pricing of the products and investment funds offered by APG to external parties. He also played an important financial role in the merger of Cordares and APG.

Before ABP he worked for six years at Robeco as manager Back Office. In this role he was responsible for, among other things, annual accounts, client reporting, reports to supervisory authorities and the daily calculation of the net asset value of the investment funds as the basis for the opening price.

He began his career in 1984 at PwC, where PFZW was one of his main clients. Veldpaus is a chartered accountant (registeraccountant) and completed various executive programmes at IMD in Lausanne, INSEAD in Paris and the Kellogg School of Management in Chicago.

Connected to all parties around the pension fund

Through his work at IBI, Eric Veldpaus has built a broad network within the Dutch and international pension and asset management sector. This network includes pension funds and pension administration organisations, asset managers, actuaries, consultants, accountants, lawyers, supervisory authorities, interest groups, politics, knowledge institutes and the media.

This broad connection enables him to assess developments in the field of implementation costs, asset management, pension administration and cost transparency from different perspectives. The emphasis is not only on the level of costs, but above all on the relationship between policy choices, costs, risk, return, complexity and quality of service.

His independent position at IBI is an important starting point in this. The knowledge and contacts he has gained are used to advance the substantive debate on costs and benchmarking within the pension sector.

Veldpaus speaks regularly with organisations and officers involved with pension funds. The aim is to align and explain the content, to identify possible additions and wishes, and to discuss developments in the sector with:

EY worked together with IBI Benchmarking for several years. Following the departure of Tim Burggraaf and a change of focus at EY, the collaboration ended at the beginning of 2026.
